"voulez-vous"
voulez is the verb - "you want" ,
vous is the pronoun "you" ,
put them together = "do you want?".

Vous is formal(polite)
tu is informal(familiar)

Que voulez-vous? – What do you want? (formal, polite)

Qu’est-ce que vous voulez? – What do you want? (formal, polite)

Que veux-tu? – What do you want? (informal, familiar)

Qu’est-ce que tu veux? – What do you want? (informal, familiar)

Question: What is the difference betweent "Qu'est-ce que" or just using "Que"? It's what you prefer to use.
The only difference between them is when you use "Qu'est-ce que" you use the inversion of the verb and the pronoun.

"Que voulez-vous?" or "Qu'est-ce que vous voulez.

"Que veux-tu?" or "Qu'est-ce que tu veux?"
