The flag is red, white and blue. - La bandera es roja, blanca, y azul. 
What color are the flowers? - ¿De qué color son las flores?
In what color is the traffic light? - ¿En qué color está el semáforo.
The traffic light is (in) green. - El semáforo está en verde.

Question: When do you use "es" and está"?
Answer; They both mean "is", but when something has potential of changing, like traffic light color, you use "está". If something is permanent, and not going to change, use "es".
The "es" and "está" are verb forms from  the verb "ser" and "estar".
